| บทคัดย่อ: ในปี 2537 เมื่อพระราชบัญญัติวิชาชีพเภสัชกรรม พ.ศ. 2537 ได้ผ่านมติสภาผู้แทนราษฎรและจัดตั้งสภาเภสัชกรรมขึ้น ทำให้วัตถุประสงค์และแนวทางการดำเนินงานของสภา เภสัชกรรมมีความชัดเจนมากขึ้น จึงเป็นเรื่องที่น่าสนใจในการสำรวจทัศนคติและข้อวิพากษ์เกี่ยวกับสภาเภสัชกรรมและพระราชบัญญัติวิชาชีพเภสัชกรรม พ.ศ. 2537 จากเภสัชกรในสาขาวิชาชีพต่างๆ นักศึกษาเภสัชศาสตร์และบุคลากรทางสาธารณสุขอื่นๆ จุดมุ่งหมายของการสำรวจข้อมูลนี้อาจเป็นแนวทางหนึ่งในการเสริมประสิทธิภาพการดำเนินงานของสภาเภสัชกรรม การศึกษานี้ใช้แบบสอบถามส่งตรงถึงบุคคลต่างๆในแต่ละหน่วยงานและรวบรวมผลที่แสดงถึงทัศนคติของเภสัชกรที่มีต่อมาตรา ข้อบังคับ และข้อกำหนดต่างๆในพระราชบัญญัติวิชาชีพเภสัชกรรม พ.ศ. 2537 ระหว่าง 18 มิถุนายน-28 กรกฎาคม 2538 ได้รับแบบสอบถามตอบกลับมา 220 ฉบับ จากแบบสอบถามที่ส่งไป 415 ฉบับ คิดเป็นร้อยละ 53 ผลการสำรวจพบว่าเภสัชกรที่เห็นด้วยกับมาตราหรือข้อบังคับต่างๆในพระราชบัญญัติวิชาชีพเภสัชกรรม พ.ศ. 2537 คิดเป็นร้อยละ 56.11 สำหรับผลการสำรวจทัศนคติของเภสัชกรต่ออุปสรรคและปัญหาในการดำเนินงานของสภาเภสัชกรรม พบว่าเภสัชกรส่วนใหญ่มีความเห็นว่าเกิดจากการขาดความร่วมมือของเภสัชกร เภสัชกรส่วนใหญ่มีทัศนคติว่าควรใช้วารสารสภาเภสัชกรรมส่งตรงถึงสมาชิกตามที่อยู่ปัจจุบัน ความเห็นเกี่ยวกับความเหมาะสมในการดำเนินงานของสภาเภสัชกรรมในปัจจุบันนี้และพระราชบัญญัติวิชาชีพเภสัชกรรม พ.ศ. 2537 โดยอาศัยความเห็นและประสบการณ์จากเภสัชกรและบุคลากรทางสาธารณสุขอื่นๆที่กำลังปฏิบัติงานอยู่ พบว่าต้องการให้สภาเภสัชกรรมเน้นการควบคุมความประพฤติของผู้ประกอบวิชาชีพเภสัช-กรรมให้ถูกต้องตามจรรยาบรรณแห่งวิชาชีพเภสัชกรรม ควรมีการกำหนดแผนงานและพยายามทำให้บรรลุเป้าหมายที่วางไว้ในระยะเวลาที่กำหนด รวมทั้งประชาสัมพันธ์ข้อมูล ข่าวสารการดำเนินงานของคณะกรรมการสภาเภสัชกรรมแก่สมาชิกให้ทราบทั่วๆกัน |
| abstract: In 1994, when The Pharmacy Profession ACT, B.E. 2537 has passed through the house of representative parliament, and consequently afterwards The Pharmacy Council has been established, thus the objectives and guidelines of The Pharmacy Council’s activities have been cleary defined, therefore it is quite interesting to survey the attitude and critism in regards to The Pharmacy Council and the provision of The Pharmacy Profession ACT, B.E. 2537 from all fields of Pharmacy Profession ranging from the pharmacy instructors and students, and other health personnels. The purpose of surveying may be one of the guidelines to enhance the efficiency of the works of The Pharmacy Council, based on the questionaires sent directly to all types of personnel in each unit and to gather its results showing the attitude of pharmacists towards the provisions, articles and measures specified in “The Pharmacy Profession ACT, B.E. 2537”. During the period of 18 June 1995 up to 28 July 1995, 220 questionaires have been replied out of the total 415 questionaires sent, representing a percentage of 53%. Result of survey revealed that 56.11% agreed and supported the measures specified in The Pharmacy Profession ACT, B.E. 2537. As for the result of survey of the attitude of the Pharmacists towards the obstacles and problems in the works of The Pharmacy Council, it was found that majority of pharmacists are of the opinion that it was caused from lacking of co-operation of the pharmacists, therefore most pharmacists’ attitudes are that the journal of The Pharmacy Council should be sent directly to the existing addresses of all members. The opinions regarding the operation and activities of the present Pharmacy Council, the appropriateness and suitability of The Pharmacy Council,and The Pharmacy Profession ACT, B.E. 2537. Based on the opinions and experiences from pharrnacists and other related public health personnel, it was found that The Pharmacy Council is required to control the conduct and behaviour of the persons engaging in the pharmacy profression to be in line with the etiquette and ethics of the pharmacy profression, and the exact period of project schedule and timing for each phase of work should be prescribed, so as to enhance the committee of The Pharmacy Council to know the target and goal and shall endeavour to achieve the goal set within the prescribed period, including the publicizing of the data and information of the operation and activities done by the committee of The Pharmacy Council to all members. |
